I think the hydrofoil for faster speeds are the wrong way! (no Control)
Perhaps it another board shape for more control the better solution?

@Mark, you mean like the fins of a shark, 2 fins in the middle of the board in a specific angle and on the back the standard fin but with foil. Think lots of people thinked about this but it's not easy to make things like this.
I agree with Mike that there should be more "out of the box" thinking. I can't believe that the only thing you can surf are the 'standard' surfboards we have these days. I think that there are a lot of ideas that should be tested but people don't have the tools, money, time, etc
